A master key hierarchy usually has three layers. At the bottom, an individual change key opens one door or a small keyed-alike group for the person who needs it. In the middle, a sub-master opens a defined group, such as every door on a floor or in a department. At the top, a single master opens the whole set and is kept to a short list of people. Master key system design is the process of deciding where those layers sit for a particular business, choosing hardware that can support them, and cutting and testing the keys so each layer works exactly as planned, no more and no less.

Who needs to open what
Before any hardware is chosen, the locksmith records the organization's actual shape: which roles, departments or shifts need access to which doors, including exceptions such as a bookkeeper who needs the records room but not the loading dock. This map is built with the owner or manager, not guessed from existing keys, since existing keys often reflect years of ad hoc copying rather than any real plan. The output is a plain list of who should open what, which becomes the target the rest of the design is measured against, well before a single cylinder is touched or a key is cut.
Bringing electronic and mechanical access into one plan
Where a property mixes mechanical cylinders with keypad or card-based doors, the mechanical hierarchy is designed to line up with the electronic access groups rather than run as a separate, unrelated system. A department that sits at one sub-master level on the mechanical side is kept at a matching level on any electronic doors it also uses, and any mechanical override cylinders behind an electronic lock are pinned into the same chart as every other door, so one document still describes the whole property.

The most visible change is often the simplest one: the level of key someone carries now matches the role they actually hold, instead of matching whatever happened to be handed down or copied over the years. Walking the building afterward, each door answers to keys that were deliberately assigned to it, and the chart in the office explains every one of those decisions to anyone who asks about it.

A property with clear expansion plans may choose a platform with more reserved combinations, priced differently from a minimal, current-needs-only design.

What happens if a department splits or a business reorganizes?
The existing chart is the starting point rather than a blank page. Doors that move to a new department are reassigned within the existing hierarchy where the cylinders and platform allow it, and only the affected levels are touched. A reorganization is usually an adjustment to the record, not a reason to rebuild the whole system from the ground up.
How is the key chart kept private?
The chart is handed to a named administrator rather than left as loose paperwork, and it is stored somewhere only that person can reach, separate from day-to-day office records. It is not published, circulated widely or kept alongside general building documents. When the administrator role changes hands, custody of the chart moves with a signed acknowledgement rather than being passed along informally.
What does key control actually mean?
It means knowing, at any time, how many keys exist for a given door or level, who holds each one, and how a new copy would be authorized. A master key system supports key control by design, since keys are marked by role, logged by serial, and cut only against the chart, rather than copied informally whenever someone asks for one.
